Programme Endorsement

If you are developing a programme that leads to a qualification listed on the NZQF, the Education and Training Act requires you to get the programme approved by NZQA.

Prior to submitting your programme to NZQA, Ringa Hora’s endorsement is required for qualifications under our coverage.

In some cases, if you are delivering a qualification that was not developed by an Industry Training Organisation (ITO) or a WDC, it may not be clear whether you are delivering an industry qualification. NZQA will maintain a list of non-ITO/WDC industry qualifications, for which any programme will need a WDC endorsement before NZQA can approve it. Our role in Programme Endorsement

Ringa Hora is committed to supporting providers to develop and gain approval for high-quality programmes. WDC considerations for programme endorsement differ from NZQA approval criteria and look to meet both industry and learner vocational education and training needs.

We focus on six considerations:

  • Ngā Whakamārama – Programme content
  • Mana ōrite mō te hunga ako – Equity for learners
  • Torotoronga me te kimi whakaaro – Programme engagement and consultation
  • Te ao Māori
  • Te akoako me ngā reo o Te Moana-nui-a-Kiwa – Pacific languages and learners
  • Tangata Whaikaha – Disabled people

WDCs have worked together and alongside NZQA to develop the programme endorsement considerations, which are the same across all WDCs.

We encourage providers to engage with the appropriate WDC as early as possible when developing or reviewing a programme to ensure that it is approved by NZQA. There is no fee to endorse a programme.
